POW/MIA INSIDERS GLOSSARY

OPERATIONS PLAN:  The annual plan issued by JTF-FA/JPAC to all supporting and supported commands that describes the plan and assigns responsibilities for JTF-FA operations for each FISCAL Year (FY).

PAO:  Public Affairs Officer.  The individual responsible for representing an organization during liaison with media correspondents, for preparing press releases detailing significant events and for preparing guidance for use by the organizations.  The PAO for JTF-FA/JPAC has always been weak and never really pursued the Issue as it should have been.

PATTAYA:  A seaside resort in Thailand that JCRC/JTF-FA/JPAC/CILHI Teams stay at going in and out of Southeast Asia,

PAVN:  People’s Army of Vietnam.

PENDING:  Formerly one of the categories in which a particular case may be placed, pending indicates that no active efforts pertaining to this case are scheduled.  Pending should not be interpreted as resolved or inactive.

PERSONAL EFFECTS:  Non-biological artifacts that can be exclusively correlated to a given individual.

PCIT:  Priority Case Investigation Team.  This was the first team that was actually established to investigate Last Known Alive (LKA) cases.

PHNOM PENH:  Capitol city of Cambodia.

PNG:  Persona Non Grata.  The procedure where a government officially expels somebody from their country.  The Vietnamese and Laos governments have PNG’d numerous JTF-FA and CILHI personnel from their respective countries, to include Team Commanders.

POTUS:  President of the United States.

POW:  Prisoner of War.

PRC:  Peoples Republic of China.

PUMA:  A French helicopter that was also used to transport Teams around Vietnam.
