POW/MIA INSIDERS GLOSSARY

 

CAMPI:  Computer assisted Post Mortem Identification.  A CILHI computerized list of antemortem dental records of all Americans missing in Southeast Asia.

 

CAMP SMITH:  A Marine Base in Hawaii where JTF-FA Headquarters was located.

 

CC:  Commanders Conference.  Where all the key players in the POW/MIA Issue have a meeting (to include the Detachment Commanders) to discuss upcoming operations and problem areas.

 

CILHI:  Central Identification Laboratory in Hawaii.  Located at Hickam Air Force Base in Hawaii.  Is responsible for conducting recovery operations in the Pacific arena and when required also has worldwide missions.  Works with JPAC in Southeast Asia.  Now falls under the direct command of JPAC where before JTF-FA and CILHI were under separate commands.

 

CDO:  Central Documentation Office.  Tasked with declassification of DOD documents relating to the POW/MIA Issue.

 

CIA:  Central Intelligence Agency.  Sometimes referred to as “Christians in Action” or just “The Company”.

 

C-130:  U.S. Air Force propeller driven transport airplane called the Hercules.

 

C-141:  U.S. Air Force jet transport airplane called the Starlifter.

 

C-5:  U.S. Air Force large jet transport airplane.

 

C-17:  U.S. Air Force very large jet transport airplane.

 

CHANNEL FLIGHT:  The scheduled flight that delivers supplies from Detachment One (Thailand) to Detachments 2 (Vietnam), Detachment 3 (Laos) and Detachment 4 (Cambodia).

 

CINCPAC:  Commander in Chief for all U.S. military forces in the Pacific arena. 

 

CINCPACFLT:  Commander in Chief Pacific Fleet.  Senior U.S. Navy commander in the Pacific.

 

CINCPACAF:  Commander in chief Pacific Air Force.  Senior U.S. Air Force commander in the Pacific.

 

CKC:  Chinese made 7.62mm carbine rifle.

 

CPT:  The rank of Captain.

 

CONG AN:  A division of the Vietnamese Ministry of Interior.  Known as the “Secret Police”.

 

CP:  Command Post.

 

CWO:  Chief Warrant Officer.

 

COMPREHENSIVE REVIEW:  A semi-annual meeting during which DPMO and JPAC analysts review all existing leads for validity and assignment of responsibility.

 

CONSULTATIVE TALKS:  Regularly scheduled formal bilateral meetings conducted in Laos to discuss issues relevant to the issue of un-accounted for Americans.  These talks are functionally identical to Technical Talks; however the term “consultative” was initially preferred by the Lao government.

 

COORDINATION CONFERENCE:  An ongoing review process, involving JPAC, CILHI and DPMO analysts; to analyze the results of investigations, excavations, and research activities including host country unilateral actions relating to specific cases.  Also to determine changes to case categories and define next steps for achieving the fullest possible accounting.

 

DAI UY:  Vietnamese term used to designate the rank of Captain.  Still popular in military slang.

 

DBNR:  Dead body not recovered.

 

DEA:  Drug Enforcement Agency.  Their largest field office is in Bangkok, Thailand.

 

DET 1:  JPAC Detachment in Bangkok, Thailand.

 

DET 2:  JPAC Detachment in Hanoi, Vietnam.

 

DET 3:  JPAC Detachment in Vientiane, Laos.

 

DET 4:  JTF-FA Detachment in Phnom Penh, Cambodia.

 

DEFENSE INTELLIGENCE AGENCY (DIA):  An intelligence collection agency of the U.S. Department of Defense (DOD).  The POW/MIA Section of this agency formed the basis for the present day DPMO, which is subordinate to the DOD.

 

DEFERRED:  A term used to categorize cases based on the comprehensive review.  Define cases where the investigation process has exhausted all leads with no avenues of pursuit identified.  Additional information is required to develop new leads.

 

DENTITION:  the type, number and arrangement of teeth, esp. in animals.  In the context of JTF-FA/CILHI reports, this normally refers to teeth in the generic sense and is typically used only to indicate their presence or absence when discussing remains.

 

DIED IN CAPTIVITY:  U.S. prisoners who died while being held captive by the communist.

 

DISCREPANCY CASES:  These are cases where the unaccounted for American was last seen alive or that the communists should be able to provide information on them.

 

DIA:  Defense Intelligence Agency.

 

DIVE MASTER:  The senior dive officer in charge of all aspects of an underwater dive salvage operation.

 

DMZ:  De-Militarized Zone.  The line used to designate north and south Vietnam during the war.  The boundary between Quang Tri and Quang Binh provinces were used for this line.

 

DNA:  Deoxyribonucleic Acid.  Molecular material found in cells containing the blueprints of life.

 

DPMO:  Defense POW/MIA Office.  Established in 1993, and located in Crystal City, Virginia.  Directly subordinate to the DOD.  Responsible for all-source analysis of information concerning un-accounted for Americans.

 

DOD:  Department of Defense.

 

DON MUANG:  The old International Airport serving Bangkok, Thailand.  Now it still is used for international flights but it is primarily a regional and domestic airport and holds Wing Six for military operations.  The new International Airport is located half way between Bangkok and Pattaya.

 

DRE:  Detailed Report of Excavation.  The report which documents in detail the excavation of a specific case relates the information obtained during that process.

 

DRI:  Detailed Report of Investigation.  These are the reports written in detail about each case investigated during a particular JFA.

 

DSB:  Defense Science Board.  A civilian group of experts asked to address scientific or technological issues.
